Abstract

This study explored the Haw-as Festival in Dumangas, Iloilo as an expression of intangible cultural heritage, focusing on its cultural elements, community significance, and sustainability. Using a qualitative deductive case study design, data were collected through semi-structured interviews, participant observation, and document analysis involving 15 purposively selected participants representing key stakeholder groups. The findings revealed that the festival embodies core cultural elements, including traditional fishing practices, rituals and performances, indigenous materials, and oral traditions, which collectively reflect the community’s historical livelihood and identity. These elements function as mechanisms for cultural transmission, enabling the preservation of knowledge, values, and practices across generations. The study further found that the festival strengthens cultural identity, fosters community pride, and promotes social cohesion through active participation and shared experiences. Despite challenges such as modernization, commercialization, and declining youth engagement, opportunities for cultural preservation and tourism development are actively present. The study concludes that the sustainability of the Haw-as Festival depends on strong community involvement, effective documentation, and collaborative efforts among stakeholders. Overall, the festival serves as a vital platform for preserving cultural heritage while adapting to contemporary social and environmental contexts.
